Kolste named to technical education committee

MADISON—Rep. Debra Kolste has been appointed to the Legislative Council Study Committee on Wisconsin Technical College System Funding and Governance.

The six-member, bi-partisan committee will review governance and funding with an interest in transferring governance from district boards to the state technical school system board and a preference toward removing technical colleges from the property tax in favor of a broader state tax source.

“We will be talking about fundamental changes to the WTCS system,'' said Kolste, D-Janesville. “I am glad that these issues will be debated and analyzed right out in the open by a bipartisan panel.

“On issues as important as this, there is a benefit to having an open discussion prior to any possible legislative action.”

Transferring governance to the state technical school system board would remove local control over Blackhawk Technical College curriculum and administration, Kolste noted.

“Both parties generally pay lip service to preferring local control over local institutions,'' Kolste said. “I will go in with an open mind, but I believe in the principal of local control.”
