Janesville School Board to consider base wage increase for teachers

JANESVILLE—The Janesville School Board will consider a 1.46 percent wage increase for teachers during its meeting Tuesday night.

In a press release, the district said it was "looking forward to the ratification of the tentative agreement" and that both the district and Janesville Education Association, the bargaining unit for teachers in the district, "see this as a step forward in creating a positive working relationship together."

Officials for both the administration and the union have remained tight-lipped on specifics of the deal. Neither would comment on anything beyond the contents of the press release.

Last year, the school board imposed a 0.75 percent base wage increase for teachers after an agreement wasn't reached.

Under Act 10, base wage is the only thing negotiable between the district and the teacher's bargaining unit. It also allows a district to impose an offer on base wage if a mediator declares an impasse.

This year's agreement would apply to all regular full-time, regular part-time and limited-term certified teaching personnel employed by the board, according to a written agreement signed by board member Bill Sodemann and union President Dave Parr.

The agreement includes guidance counselors, librarians/media specialists, speech and language clinicians and psychologists. It excludes substitute teachers, coordinators, interns, graduate residents, supervisors and administrators.

Act 10 removed the ability of public employee unions to negotiate for anything but a pay increase limited to the Consumer Price Index.

The new agreement for 2014-15 increases the base wage for an authorized position requiring a Master of Arts degree from $40,695.95 to $41,290.11. For a position not requiring a master's degree, the base wage would increase from $35,635.28 to $36,155.55.

Base wages are calculated according to the lowest degree of education required for a position. The base wage doesn't include any supplemental pay a teacher might receive.

If approved, the contract would extend from July, 1 2014, to June 30, 2015.
