Janesville School Board to look at forming new committee

JANESVILLE—The Janesville School District would form an Employee Benefits Committee if the school board approves the measure when it meets Tuesday.

The committee would exist to recommend policy about employee benefits ranging from health care to Act 10 changes.

"There's been so many changes with Act 10 and changes we've had to make within the district," said board President Greg Ardrey. "I thought this would be a good time to focus on what benefit packages we will have for employees."

Under Act 10, public employees are required to contribute toward their pensions and can be required to pay more for their insurance premiums. The committee would specialize in issues such as these, Ardrey said.

"The committee will start with health care but get into more," he said. "When we first thought about forming its focus was health care, but we thought that was limiting so we want to look at all benefits that employees get."

Ardrey expects the group to meet no less than once per month and doesn't expect any push back from board members about its creation.

"It's pretty straightforward," he said.

In a letter to board members and Superintendent Karen Schulte, Ardrey outlined the function of the committee, which would temporarily join the personnel/policy/curriculum, finance/buildings and grounds and legislative committees.

"Committees are generally formed to explore and study issues confronting the board and to make recommendations to the board based on that research," Ardrey wrote. "Only the full board, meeting at a properly called session, is legally entitled to make policy decisions for the district."

If approved, the committee would consist of four board members. Schulte and Stephen Sperry, the director of administrative and human resources, would serve as advisory members, according to the memo.

Responsibilities of the new committee would be:

-- Developing, evaluating and reviewing all matters pertaining to the Employee Benefits programs.

-- Making recommendations to the board regarding existing programs.

-- Making recommendations to the board regarding development and implementation of new programs.

-- Making policy-related recommendations to the board for approval.

-- Systematically reviewing, updating and revising district policies and procedures as they relate to employee benefits.

-- At the direction of the board or in response to mandates or district needs; reviewing, writing and recommending policy additions and/or revisions requested by the board, the administration or the public.

-- Soliciting input from appropriate individuals and organizations.

-- Reviewing policy concerns of board members.

-- Reporting and submitting reviews and recommendations to the board in a timely manner.

--Reviewing practice statements which accompany policies to ascertain conformance with board policy.

-- Annually assessing employee handbook making sure it aligns with established policies and any other matter referred to the committee by the board of education.

-- Reviewing and approving recommendations to ensure compliance with all state and federal requirements related to curriculum.
