Here's where to get help with Obamacare in Rock County

JANESVILLE—While there are no official “navigators” to help Rock County residents wade through the Affordable Health Care law's enrollment process, a local group is working to make sure plenty of help is available.

A group of Rock County health care providers, insurers and others has put together a list of locations and resources to help people enroll, which must be done by Dec. 15 for new coverage to begin Jan. 1.

“That was our first goal,” said Phil Boutwell, Rock County's deputy director of human services and one of two people leading the local network. “The next goal is really community outreach in which we would set up several events to help people.”

The state created a series of regional enrollment networks to provide application and enrollment assistance. In that network, Rock County is linked with six others that stretch to Crawford and Grant counties to the west.

Boutwell said it became clear that people in those western counties had nothing in common with people in Rock County when it came to learning about or signing up for insurance plans that don't cover the same geographic areas.

“There just didn't seem to be any rhyme or reason to the geography, and we knew that we needed to set up a Rock County network to help Rock County people,” Boutwell said.

The local list includes in-person information sessions, locations with computers for enrollment, places where assisters and Certified Application Counselors are available and other resources.

One resource that's not on the list, Boutwell said, is the ACA resource page on the website of the Arrowhead Library System. It can be accessed at http://als.lib.wi.us/AffordableCareAct.html.

“There's plenty of help available locally, and in the future there will be even more help,” he said.

Certified application counselors are people who have completed federal or state training to help people with enrollment and guidance through the website but not give advice on plans.
