Janesville man arrested on fourth OWI charge

JANESVILLE—Police arrested a Janesville man on a charge of drunken driving, fourth offense, after a deputy saw him driving in the wrong lane on Highway 51 early Friday, the Rock County Sheriff's Office reported.

According to a news release, Thomas Kotlowski, 50, Janesville, had a blood-alcohol concentration nearly three times the legal limit when he passed a sheriff's deputy going north in the southbound lanes of South Highway 51 near West B-R Townline Road at 1:12 a.m. Friday. 

Kotlowski had three prior convictions for operating while intoxicated, according to the release. He was arrested and booked at the Rock County Jail for fourth offense OWI. His blood-alcohol concentration at the time of the arrest was a .23, according to the release.

Kotlowski also was cited for operating left of center.
