“It was repeated punches and kicks to him while he was on the ground. This is not just an assault. This is complete disregard for this person’s safety and life,’’ Sgt. Dean Sukus said.

The incident was reported at 10 p.m. in a parking lot in the 200 block of South River Street.

The 21-year-old Janesville man beaten in the incident refused medical attention.

The video shows the victim talking to people while leaving the parking lot before an exchange of words between him and a man not in the group. The man punched the victim in the face, knocking him to the ground. A second man then joined the attacker in kicking and hitting the victim in the head, Sukus said.

“We don’t know what happened with the exchange of words or what the reason for the argument was,” Sukus said.

The victim’s cell phone was taken during the assault.

Nothing indicates the victim knew his assailants, he said.

The suspects were caught after a Janesville police officer in the area at the time of the incident saw a sport utility vehicle leaving the parking lot. When he pulled over the vehicle, the men involved in the assault were inside, Sukus said.

Darius Lee, 20, of Richton Park, Ill., was arrested on charges of reckless injury, party to robbery and underage drinking.

Taiwan Franklin, 21, of 2016 Kellogg Ave., Janesville, was arrested on charges of reckless injury and robbery.

Lucas Scott, 27, of 619 Williams St., Janesville, was arrested on a charge of receiving stolen property.

Sukus said Scott had the stolen cell phone, but the video shows Scott was not involved in the assault and tried to break it up.

Lee and Franklin were in custody Friday at the Rock County Jail. Scott was released with a court date.
