OWI arrests

--TRACY L. GRAHAM, 36, of 1938 Mound Ave., Beloit, at 12:28 a.m. Sunday at South Highway 51 and W B R Townline Road, Beloit, town of Beloit.

Arrests

--JARED D. KUECKER, 31, of 5310 N. Terra Court, Milton, at 10:05 p.m. Friday at home on charges of strangulation and suffocation, battery and disorderly conduct.

WALWORTH COUNTY

Charged

--ALBINO D. BARRIOS, 33, of Milwaukee, with failure to report to jail. Walworth County sheriff's deputies say on Feb. 17, Barrios did not report to the jail for a conviction of second-offense OWI.

--KAREEM S. COLDER, 37, of Zion, Illinois, with two counts of delivery of heroin. Walworth County sheriff's deputies say in April and May of 2016, they conducted controlled buys of 1.75 and 2.57 grams of heroin from Colder.

--MICHAEL C. DAUGHERTY, 44, of 739 Walworth St., Genoa City, with second-degree recklessly endangering safety, false imprisonment, misdemeanor battery and disorderly conduct, all with domestic abuse and use-of-a-dangerous-weapon modifiers. Lake Geneva police say on Oct. 20, Daugherty got into a fight with a woman he knows at the Chateau Royale Inn. Police say Daugherty pointed a gun at the woman's face after he held her down on a bed and hit her head.

--DAVID D. DIX, 28, of 2905 Woodlane Drive, No. 5, Janesville, with failure to report to jail. Walworth County sheriff's deputies say on Feb. 17, Dix failed to report to the jail for a conviction of eighth-offense operating while revoked.

--RAFAEL M. GARCIA, 21, of 1900 Rockport Road, Janesville, with failure to report to jail. Walworth County sheriff's deputies say on March 10, Garcia did not report to the jail for a conviction of second-offense OWI.

--DALENE M. HULTINE, 18, of 116 S. 8th St., Delavan, with burglary, theft and criminal damage to property. Walworth County sheriff's deputies say on Oct. 7, Hultine broke into the Vegas Gentleman's Club, where she worked, and stole $4,200 from the manager's office safe. Deputies also say she attempted to break into an ATM. When deputies spoke with Hultine, she told them she needed money to buy diapers and baby wipes and help her parents pay their mortgage.

--HENRI B. KINSON, 19, of W7248 Territorial Road, Elkhorn, with four counts of delivering marijuana, one count of possession with intent to deliver marijuana and a count of possession of drug paraphernalia. Walworth County sheriff's deputies say in August and September, they conducted controlled buys of marijuana from Kinson in Whitewater before searching his car on Sept. 29 and finding $710 in cash along with nine individually wrapped brownies.

--MICHAEL L. PAUL, 56, of N9113 Bid Spring Drive, Whitewater, with threat to law enforcement officer and disorderly conduct. Police say on Oct. 21, Paul was drunk and harassing a woman at a village of Darien bar before he struggled with and told a police officer he would kill him.

--CURTIS J. POEPPING, 18, of Waterford, Wisconsin, with second-offense possession of marijuana. City of Delavan police say on Nov. 4, they stopped Poepping on Highway 50 for speeding and found him with 13.25 grams of marijuana.

--JOSEPH D. SHAFFER, 31, of W9086 County B, Sharon, with operating a motor vehicle without owner's consent. Walworth County sheriff's deputies say on Nov. 2, a woman Shaffer knows lent him her car to run an errand, but he failed to come back on time and used it for other activities.

--ASHLEY SMITH, 44, of Harvard, Illinois, with two counts of stalking, two counts of criminal damage to property and one count of disorderly conduct, all with use of a dangerous weapon. Walworth police say on or about Nov. 5, Smith was harassing and threatening a woman he knows and another man, including writing "I'm watching" on the woman's vehicle, deflating her tires and using a knife to carve the man's name into drywall in the common area of an apartment building.

--CHERYL M. STROTHARD, 56, of Hamlin, New York, with eight counts of identity theft for financial gain. Walworth County sheriff's deputies say in November 2016, Strothard opened a credit card in the name of a town of Lyons man and spent $2,400 on eight purchases in various locations near New York for a man she met online who she said convinced her to do it.
