Complaint: Williams Bay charged with fourth OWI was speeding

ELKHORN—Prosecutors say a Williams Bay man charged with fourth-offense OWI was speeding while intoxicated, according to a criminal complaint filed in Walworth County Court.

Walworth County sheriff's deputies say Richard J. Slayton, 46, of 507 Summerfield Drive, drove 55 mph in a 35-mph zone when they stopped him at about 12:36 a.m. Oct. 20 on Highway 50 at Highway 43 in Delavan, according to the complaint.

A blood test showed Slayton's blood-alcohol concentration was 0.146, the complaint states. Slayton admitted to having two or three beers.

Slayton has previous OWI convictions for violations in 1990, 1995 and 2013, according to the complaint.
