Illinois man charged with fourth-offense OWI

ELKHORN—An Illinois man charged with fourth-offense intoxicated driving reportedly told police he “should not have drove,” according to a criminal complaint filed in Walworth County Court.

Walworth County sheriff's deputies say Quinton K. Payne, 33, of Beach Park, Illinois, drove while intoxicated at about 2:40 a.m. on Main Street at Wells Street, Lake Geneva, according to the complaint.

Deputies say Payne passed a truck from the right-turn lane and wove within the lane, according to the complaint. Deputies say he had slurred speech and glassy eyes and smelled of intoxicants.
