Intoxicated driving arrests

--MONTRELL V. MOORE, 28, of 325 Wilson Ave., Janesville, at 7:20 p.m. Tuesday at 10 S. High St., Janesville. It was his second offense, according to the report.


--VANDALISM, reported at 10:46 p.m. Tuesday at Craig High School, 401 S. Randall Ave., Janesville. A large group of people toilet papered the school and nails were found at the teachers' entrance parking lot. The nails damaged a police squad car tire. Six 17-year-olds and an 18-year-old were mentioned in the report.

--DISORDERLY CONDUCT, reported at 5:31 p.m. Sunday in the 300 block of Dodge St., Janesville. A 39-year-old woman said she was threatened by a 29-year-old woman regarding their children vying for space to sell lemonade, according to the report. After an argument, both parents agreed to stay away from each other and have their children have no contact with each other, according to the report.


--TYRONE Z. GIBSON JR., 16, of 1541 Ashland Ave., Janesville, charged with two counts of burglary, two counts of damage to property as party to a crime and two counts of theft as party to a crime. Gibson was waived into adult court Aug. 29. He is accused of burglarizing the two Janesville Smoker's World locations, at 1822 W. Court St., and 2622 E. Milwaukee St., in the early morning hours of Aug. 14, along with another juvenile. 

--ROBERT D.L. CAPLES, 30, of 5402 East County J, Clinton, charged with felony theft. He is accused of taking $13,240 worth of items from the house of a Beloit woman he knows on June 9. The items included jewelry, shoes and prescription drugs.

--JALEN L. ELLIOTT, 19, of 1783 E. Briar Lane, Beloit, charged with sexual assault of a child under age 16. He is accused of having sex with a 15-year-old girl he knows on July 12 at a residence at West Avon North Townline Road.

--KENTRAY D. WATKINS, 19, of 3704 Stuart St. No. 8, Janesville, charged with burglary and theft. He is accused of taking at least $500 cash and a mobile Wi-Fi hot spot from a residence in the 400 block of North Parker Drive, Janesville, on Aug. 3.

--CYNTHIA J. CULVER, 35, of 733 Kellogg Ave. No. 8, Janesville, charged with possession of narcotics. She is accused of possessing 35 pills of Metadate, which is used to treat ADHD. Her arrest came in a July 31 traffic stop by a sheriff's deputy. The criminal complaint did not list a location.



--MITCHELL R. BARRON, 19, Madison, with felony party to deliver designer drugs. Whitewater police say on Jan. 30, Barron sold MDMA to a confidential informant.

--KEVIN A. BUDZIEN, 25, N9031 Stone School Road, East Troy, with two felony counts second degree recklessly endangering safety, two felony counts injury by negligent handling of fire and misdemeanor negligent handling of burning material. Town of East Troy police say on June 1, Budzien put oil in plastic bottles and then in a fire to help get it started. An explosion from the fire burned two people. 

--XAVIER Q. CRUMPTON, 20, Milwaukee, with felony party to deliver marijuana. Whitewater police say on Feb. 20, Crumpton was given money from a confidential informant to purchase marijuana from another person and then deliver the marijuana to the informant.

--WILLIAM D. HARRIS JR., 35, N2485 Bannecker Drive, Burlington, with felony deliver marijuana. Walworth County deputies say on Feb. 27, Harris sold marijuana to a confidential informant.

--JAMES L. ROBINSON, 40, Milwaukee, with two felony counts identity theft for financial gain; misdemeanor theft and misdemeanor attempted theft, false representation. Lake Geneva police say on Aug. 22, Robinson cashed a check not in his name and received about $2,300 before he tried to cash another check not in his name.

--KENNETH C. SKINNER, 51 , 6015 N. County Line Road, Whitewater, with felony operating while intoxicated. Walworth County deputies say at 4:24 a.m. on June 15, deputies were dispatched to an accident on North County Line Road in the town of Richmond. At the scene, Skinner told a deputy he drank beer and then drove. It is reportedly his fifth offense. 

--WILLIAM J. STELTENPOHL, 29, 516 Haskins St., Lake Geneva, with felony possession of narcotic drugs and misdemeanors possession of drug paraphernalia and possession of marijuana. Walworth County deputies say on Aug. 27, in a traffic stop on Highway 50 in town of Lyons, a bag of heroin fell out of Steltenpohl pant leg during a field sobriety test. Marijuana and a pipe were also found. 

--NATHAN D. WEINGANDT, 20, 115 N. Broad St., Elkhorn, with felony battery by prisoner. Walworth County deputies say on Aug. 19, Weingandt punched a corrections officer in the face.
