Convicted sex offender to be released to Rock Valley Community Programs
JANESVILLE—Convicted sex offender Kevin W. Spaulding, 49, will be released Tuesday to the Rock Valley Community Programs facility between Janesville and Beloit, according to a Rock County Sheriff's Office press release.
Spaulding was convicted in September 2007 of sexually assaulting a 6-year-old girl he was babysitting in 2006, according to court records. He was also convicted of first-degree sexual assault of a child in 1993, according to court documents.
“Notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public,” Capt. Jude Maurer wrote in the news release.
While at the Rock Valley Community Programs facility, conditions of Spaulding's supervision include no activities in the community without prior approval from the supervising agent, no contact with minors or victims, no alcohol or drugs, no taverns or liquor stores, compliance with sex offender rules, compliance with requirements of being a lifetime registrant of the Wisconsin Sex Offender Registration Program and cooperation with electronic monitoring.
