Sex offender released to community program

JANESVILLE—Norman A. Stuhr, 46, was released Thursday to the Rock Valley Community Program, 203 W. Sunny Lane, according to a news release from the Rock County Sheriff's Office.

Stuhr was convicted of first-degree sexual assault of a child in July 1987 and third-degree sexual assault in September 2006, according to the release.

While placed at the facility, Stuhr's supervision conditions include limiting him to no unapproved activities in the community without prior approval of the Wisconsin Department of Community Corrections' supervising agent, no contact with minors, no patronizing taverns, bars or liquor stores; no contact with victims; no consumption of alcohol or drugs, compliance with standard sex-offender rules and cooperation with GPS monitoring.
