Released sex offender, 93, will be living in Elkhorn

ELKHORN--Local authorities are letting residents know a 93-year-old registered sex offender will be released from prison later this month and living under supervision in Elkhorn.

William G. Pounder was convicted in Walworth County in 2005 of repeated sexual assault of the same child, and in 2002 of second degree sexual assault of a child. Pounder is scheduled to be released from prison August 19, and will be residing at the Just Like Home Assisted Living Facility, W5140 County Highway A in Elkhorn, according to a news release from the Walworth County Sheriff's Office.

Pounder will be under supervision with the Department of Corrections, subject to 24-hour enhanced electronic monitoring including the use of GPS technology. He will not be allowed to have unsupervised contact with minors, not to enter any taverns, bars, or liquor stores, and cannot consume any alcohol or illegal drugs.

Along with the notification, authorities remind people that threatening, intimidating or harassing registered sex offenders can lead to criminal penalties, and could hamper law enforcement's community notification of offenders being released from prison.

Under state law, the Walworth County Sheriff's Office, other representatives from local law enforcement agencies, the Walworth County District Attorney's office and the Department of Corrections decide how much information is given to community residents for public safety and awareness, pending a sexual offender's release from prison.  

“We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy…a better informed public is a safer public,” the news release stated.

Authorities said Pounder is not wanted by the police, but if residents have information about his illegal activity or being in violation of his supervision rules, they should contact either the Walworth County Sheriff's Office at 262-741-4400 or the Division of Community Corrections at 262-741-6360.
