Police arrest Janesville man on fourth OWI charge

FOOTVILLE—The Rock County Sheriff's Office arrested a Janesville man on his fourth drunken driving offense after reports he was passed out at an intersection behind the wheel of his vehicle, authorities said.

According to a news release, sheriff's deputies arrested Joshua C. Hoover, 34, Janesville, for fourth-offense operating while intoxicated at Edwards and Center streets in Footville just after 5:30 a.m. Sunday.

Witnesses apparently saw him slumped over the wheel at the time.

Hoover also was charged with having open alcohol in his vehicle and for operating a vehicle with a revoked license, according to the release.

Hoover was being held at Rock County Jail on Sunday pending a court hearing.
